Project/Property Background
Riverfront Recapture has a development project covering 76 acres that will feature a new riverfront park, contemplated commercial development, and regional trail system extension in the north end of Hartford and south end of Windsor, Connecticut. The project area consists of 60 acres of land owned by Riverfront and 16 previously inaccessible acres of Windsor Meadows State Park, which Riverfront will manage via a stewardship agreement with the Connecticut Department of Energy & Environmental Protection (CT DEEP).

The property is notable for barriers cutting the community off from the Connecticut River, which runs along the entire eastern edge of the land. To the south, the property is bordered by Meadow Brook and Hartford’s landfill, to the west by high-speed rail tracks and Interstate 91, and to the north by Decker’s Brook. For over a century, the land was used for farming; most of the property is an open field with remnants of the floodplain forest on its edges. Over the last 50-plus years, the previous owners mined and processed sand, silt, and clay for sale, used the land for commercial truck parking, and as a contractor laydown area for equipment related to railroad construction. Pesticides and construction fill such as concrete, asphalt, and building debris are present throughout the property and are environmental concerns.

The property is located at 100 Meadow Road, Windsor, Connecticut. Exhibit A shows the approximate boundaries of the project area.

Riverfront Recapture Unveils Emerging Vision Plan for 60+ Acre Park on The Connecticut River

Riverfront Recapture has reached a significant milestone in the master planning process for their future park, unveiling the emerging vision plan for the future park on the Connecticut River. The master planning process began last December with the selection of Hargreaves Jones, a renowned leader in landscape architecture and design, to develop a master plan for a park that will transform over 60 acres of riverfront land into a vibrant community park. This visionary project marks a generational opportunity to breathe new life into a stretch of riverfront terrain separated from local communities by highways and infrastructure barriers. Hargreaves Jones has made significant strides in synthesizing a plan that balances the collective feedback of the community with the challenges of floodplain development, incorporating resilience by adapting to seasonal river fluctuations and celebrating the region’s ecological and cultural heritage. The vision plan has successfully captured the collective aspirations of the local community and Riverfront Recapture, paving the way for the realization of this transformative project. 

“We are excited to enter the final phase of the master planning process,” said Michael Zaleski, President & CEO of Riverfront Recapture. “The emerging vision plan reflects the big dreams of future park users, stakeholders, and project investors, and will connect even more people with the Connecticut River.”

The master planning process reflects Riverfront Recapture’s commitment to inclusive community engagement. The emerging vision plan has been shaped through the insights and feedback of over 1,500 individuals who participated in site walks, surveys, community workshops, and pop-up events. This collaborative process, facilitated by Hive Public Space, ensures that the park’s design will reflect the diverse needs and desires of the communities it serves and provides access to future park users of all ages and abilities. 

“This is a transformational opportunity to reconnect Windsor and Hartford to the Connecticut River while creating a world-class amenity for the community, and a destination for visitors,” said Mary Margaret Jones, President & CEO of Hargreaves Jones

Sitting outside the Hartford levee system, the site experiences seasonal flooding—making for a dynamic park that is in sync with the river beside it a key feature of the design. This is a park that will welcome the water. The vision for the park is bold—and will create a new, iconic destination for the community and visitors alike while telling the stories of the people who have cultivated and cared for the land throughout history and creating a community hub that will serve generations to come. With the Hartford levee system to the south and active rail lines to the east, the park’s strategic location presents a canvas for reimagining public engagement with a more dynamic riverfront. 

The emerging vision plan showcases programmatic areas of the future park that provide space for play, relaxation, events, and access to the river. Additional plan elements include community plazas, boat docks, fishing piers, playgrounds, picnic areas, and distinct yet interconnected ecological zones that foster biodiversity, provide environmental education, and promote ecological restoration, as well as Garmany Cove, which serves as both a recreational hub and vital habitat preservation zone, and the Joe Marfuggi Riverwalk, facilitating regional connectivity from South Windsor to Hartford and East Hartford. 

Throughout the summer, the project team will continue to collect feedback on the emerging vision plan from stakeholders, funders, and future park users of all ages and abilities. A summer listening tour and survey will begin on June 22 at the Hartbeat Music Festival. This feedback will then be used by Hargreaves Jones, Hive Public Space, Sage & Coombe Architects, Fuss & O’Neill, HR&A Advisors, Trophy Point, and the team at Riverfront Recapture to refine the vision plan, which will include commercial development, community spaces, natural areas, and recreation opportunities. The master plan will be unveiled at an on-site celebration this September (Date TBA).

Project Elements

The park’s expansive site presents a unique opportunity for reimagining public engagement with a more accessible and dynamic riverfront. Key components of the plan include:

Garmany Cove: The cove anchors the park, reaching far into the site to bring the water to the edge of the community plaza. Perfect for boating of all skill levels, the cove provides recreational opportunities, water storage during flood events, and critical habitat for local ecosystems.

Joe Marfuggi Riverwalk: A shared-use trail will connect with the Windsor Riverwalk, linking the region from South Windsor to the south end of Hartford and East Hartford.

Park Development Area – Utilizing a park planning process that incorporates meaningful community engagement, We envision building a park that will support recreation, youth programs, large-scale community events & festivals, trails, public art, and community gathering spaces.

Commercial Development Site –  Approximately 10 acres of the project site have been identified for complementary commercial development to support future park operations, act as a catalyst for economic development and increase property values in adjacent areas. As part of the remediation process, the 10 acres of uplands will be raised out of the floodplain utilizing soil excavated from Garmany Cove. The site is well suited for mixed-use development, including multifamily housing, retail, and dining.

Windsor Meadows State Park – Riverfront Recapture will open and maintain 16 acres of previously inaccessible public land through a management agreement with the State of Connecticut. Plans for this park area include picnic groves, meadow plantings, and secondary trails.

Riverfront Ecologies: The site will be home to distinct yet connected ecological zones. The woodland forest, upland meadow, cove wetland, and stormwater wetland all work together to provide habitat, ecosystem services, and education at the park.

Water Access: Visual and physical connection to the water is prioritized throughout the park. Visitors can view the water from overlooks, the hill, the plaza, or the iconic bridge. Boaters can launch their watercraft into the cove from public floating docks. River paddlers can pull up near Deckers Brook for a day trip or to explore the fishing pier and cove edges.

Riverfront Recapture’s selection criteria for the project called for firms with experience in designing innovative and engaging public spaces, a robust and inclusive community engagement process, experience in regulatory permitting, understanding of environmental restrictions, a background in brownfield site development, experience in sustainable building practice, demonstrated commitment to equity, inclusion & diversity, and a track record of successful park design projects attracting construction funding. Hargreaves Jones’ partners in the proposal bring a broad range of experience to Riverfront Recapture’s project, including Sage & Coombe Architects, Fuss & O’Neill, HR&A Advisors, Trophy Point, and Hive Public Space. 

Hive Public Space, a BIPOC and women-led urban design and placemaking studio, will lead an inclusive community engagement process to connect with future park users of all ages and abilities. In the News: Windsor close to connecting 7-mile riverfront trail to downtown Hartford, thanks to a new state grant

After years of planning, Windsor is on the brink of connecting its waterfront trail along the Connecticut River to the longer and better-known riverfront walk in Hartford.

A new state grant will help the town fill in a gap between the northern and southern ends of its riverwalk, creating a 7-mile-long walkway between northern Windsor and downtown Hartford.

Even more significantly, the completed trail could soon be connected to other walkways and bike paths that would provide safe, off-road routes between Windsor, East Hartford, South Windsor, Enfield, Suffield and beyond.

The key link for Windsor was a $552,000 state grant that will pay for a bridge over Deckers Brook. The distance between the trail ends is a bit less than 850 feet, but without the bridge, walkers and cyclists couldn’t get to the other side.

Project Scope
The scope of the project will include, in order of priority:

  • program development, with a focus on community & stakeholder input,
  • park master planning,
  • community engagement facilitation,
  • conceptual planning & design,
  • project phasing,
  • preliminary design services
  • cost estimating,
  • funding plan,
  • regulatory permitting.

Selection Process Priorities

Riverfront Recapture’s priorities in the selection process include:

  • experience in designing innovative and engaging public spaces,
  • a robust and inclusive community engagement process,
  • experience in regulatory permitting especially related to building in a floodplain,
  • an understanding of environmental restrictions,
  • a background in brownfield site development,
  • experience in sustainable building practice,
  • demonstrated commitment to equity, inclusion & diversity,
  • and track record of successful park design projects attracting construction funding.

Vision/Design Process Goal
The central vision for this process is transforming this parcel into a public park that embodies Riverfront Recapture’s mission to connect people with the Connecticut River. Anticipated program includes the development of areas supporting active and passive recreation, youth programs, large-scale community events, and festivals. A major program element in this parcel is a newly constructed nine-acre cove to be home to Riverfront Recapture’s paddle sport and outdoors center. The multimodal trail will close the final gap in a seven-plus mile Riverwalk system linking the region from South Windsor to the south end of Hartford and East Hartford, creating a vital new regional asset and increasing non-motorized, carbon-free transportation in the area.

Ten acres of uplands is contemplated for potential mixed-use commercial development that complements the park design. As developers of public spaces in and around the Connecticut River floodplain, Riverfront Recapture’s green building practices focus on creating public spaces and structures using environmentally responsible and resource-efficient processes throughout their life cycle from siting to design, construction, operation, maintenance, renovation, and ultimately deconstruction.


Funding
The project has attracted significant investment from municipal, state, federal, and philanthropic sources, including a Federal HUD grant with funds for park development and community engagement.


Current Project Status
As of April 1, 2023, the following development tasks have been completed:

  • Site boundary and topography survey,
  • Phase I, II & III environmental investigations
  • Archeological study
  • Natural diversity database study
  • Historic property study
  • Assessment, abatement, and demolition of three derelict structures
  • Remedial action plan developed
  • Preliminary site design for proposed cove, Riverwalk and commercial development area
  • Commercial market analysis
  • Conceptual commercial site and building elevations for marketing to private developers
  • Regulatory permits submitted

RFQ Submission Requirements
Qualifications shall include the following information:

  1. Firm Background Information:
    Provide a firm overview including the following:
    1. Firm Name
    2. Address
    3. City, State, Zip
    4. Contact information for two primary representatives from your firm
    5. Type of Firm (Corporation, Partnership, Sole Proprietorship, Joint Venture)
    6. Federal Employer Identification Number
    7. Year Firm was established
    8. Years in Business under its present name
    9. All other names by which your organization has been known
    10. The length of time known by each name
  2. Project Team
    1. Provide resumes of the principal individuals who will be directly responsible for this project. Indicate for each principal team member:
      1. The specific role each person will play for the duration of the contract.
      2. The number of years of experience.
      3. The supervisory responsibilities.
      4. A list of relevant project experience. 
      5. Experience in engagement with a diverse group of stakeholders, such as board members, staff, community organizations, municipal entities, etc.
    2. Identify what disciplines your firm provides in-house and which disciplines will be provided by a consultant. Please provide a firm overview and experience list for each consultant, as well as the number of years your firm has worked with each consultant.
  3. Project Approach: Describe your understanding of the project scope, describe your process, and provide a timeline that identifies major proposed tasks and products
  4. Relevant Project Experience: Provide a detailed overview of at least three (3), and not more than five (5) recent projects similar in scope to the Riverfront Park Development Project completed in the last fifteen (15) years. Provide the following information for each project:
    1. Project name
    2. Location with address
    3. Client name (complete with agency name, contact person, address, and phone). This should be the person whom you have done business with on each of the projects listed. Please confirm their willingness to provide a reference.
    4. Estimated project cost

Evaluation
RFQ responses will be evaluated to determine the extent to which the firm can meet Riverfront Recapture’s needs, as outlined here. The following criteria will be used for evaluation purposes: 

  1. Firms understanding of the project and ability to provide design solutions compatible with Riverfront Recapture’s goals for the park. 
  2. Qualifications of key personnel and project team.
  3. Level of experience in park design and community engagement services of a similar scale and project type.
    1. Experience in the development of master plans for park, developing and leading community engagement process, conceptual planning, design, regulatory permitting, project phasing, cost estimating and funding plan.
    2. Demonstrated experience conducting successful community engagement and gathering input from community members, RRI’s staff and board, community and government leaders, and other stakeholders.
    3. Experience in designing innovative and engaging public spaces.
    4. Experience in regulatory permitting especially related to building in a floodplain, an understanding of environmental restrictions, a background in brownfield site development.
    5. Experience in sustainable design.
    6. Demonstrated commitment to diversity, equity & inclusion.
    7. Track record of successful park design projects attracting construction funding.
  4. Evidence of the team’s ability to provide services in accordance with the requirements of this RFQ.

Each RFQ will be evaluated using the above criteria. Proposers are encouraged to provide sufficient information and references to demonstrate their experience.  A short list of firms will be invited to provide a proposal for the project.

Submission Process
Responses to this RFQ must be submitted using the form below. Proposals must be for the scope of services outlined in this RFQ. Incomplete proposals will not be considered. Submit a PDF proposal, not to exceed 50 MB, by 5 pm EST, May 8, 2023.

Selection Process
A select team of Riverfront Recapture staff and board members will evaluate all eligible RFQ submissions. The review process is expected to take between 6-8 weeks. All candidates will be notified via email of the outcome of the review process. Successful candidates will be invited to participate in the RFP process.
